Het verhaal speelt zich af in het fictieve stadje Oakton in de jaren vijftig. Het volgt de belevenissen van de ondeugende eekhoorn Surly en zijn rattenvriend Buddy. Nadat ze uit het park verjaagd zijn en in de stad belanden, plannen ze samen een overval op een notenwinkel. De misdaad loopt echter uit de hand en het duo raakt betrokken bij een bankoverval.
