"Fly on the Wall" is the second single from American pop singer Miley Cyrus' second solo studio album Breakout.

The music video was filmed on November 8, at a studio in downtown Los Angeles with Director Philip Andelman. The video premiered on December 5 at 8:00 pm on MTV's FNMTV, hosted by Pete Wentz.

The video starts with a capture of Cyrus leaving a theater with a man who "gets overcome by some strange cough" and then turns to the paparazzi. In the next scene of the video, Cyrus screams and flees from his chase. She is backed into a corner with nowhere to turn and the paparazzi approaching but then instead of attacking or photographing her, "they break into choreography" in a parking lot. Finally a car pulls up with Cyrus' boyfriend behind the wheel, and as they drive away, Cyrus explains everything that just happened. A camera is shown inside the car filming everything, and it shows a scene of a website with a clip of the video. It also shows scenes where Cyrus can be seen singing in a all black background with camera shots, and where she is singing and dancing in front of a car. The video begins similarly to the music video for Michael Jackson's "Thriller."

"It's about how they think they know everything about me, when they don't. They want to be a fly on my wall and watch me 24/7," Cyrus' said concerning the theme behind the song.
