Chicago police, while investigating an accident, find that the fingerprints of the injured person give the fingerprints of a suspect for double murder. Thus, the injured Sheridan (Wesley Snipes) is arrested at the hospital and his removal to New York where the crime occurred. But during the flight (in which there are other inmates) an attempt of escape causes the fall of the airplane and the one implicated in the deaths in New York manages to escape. Samuel Gerard (Tommy Lee Jones), an experienced agent, is tasked to recapture him, but in a short time it is clear that the fugitive is not a mere killer and that an intricate plot hides behind the official version.
