The command that I used is below.
user@debian:~$ mplayer dvd://1 -dumpstream -dumpfile se7en.vob

You can use Mplayer to play Vob files. Mplayer is free software under the GPLv2 and the source code is available. Mplayer is available for Windows, Mac OS X, Linux, BSD Unix. Google mplayer or just use the link below. For those who like lean mean software you can just download the command line version. You don't need the codec package to play Vob files as Vob file playback is native to mplayer.
