Cyrus, de charismatische leider van de straatbende Gramarcy Riffs, wil de volledige controle over New York. Hij heeft daarvoor de hulp nodig van de andere bendes. Wanneer ze zich verenigen, zijn ze drie keer zo talrijk dan de politie en kunnen ze over de stad regeren. Cyrus maakt zijn plan bekend tijdens een nachtelijke vergadering in de Bronx, waar elke bende negen ongewapende vertegenwoordigers naartoe gestuurd heeft. Iedereen is enthousiast en bereid de krachten te bundelen. Maar dan wordt Cyrus neergeschoten door Luther, de aanvoerder van de Rogues. Hij beweert echter dat de moord door een van de Warriors gepleegd werd. Meteen wordt het bestand opgeheven en de Warriors vogelvrij verklaard.

When they unite, they are three times more numerous than the police and they can rule over the city. Cyrus makes his plans known during a night meeting in the Bronx, where every mob nine unarmed representatives has sent there. Everyone is excited and willing to join forces. But Cyrus shot by Luther, the leader of the Rogues. He claims, however, that the murder by one of the Warriors was. Immediately, the file is deleted and the Warriors outlawed.
