Sante DICOM Editor displays and edits medical images, working with the DICOM format. This is serious software, not everyone needs it, but I remember using it once when I had the images in hand. It's an excellent tool for radiologists, medical students, and doctors who need to work with CT, MRI, X-ray, mammography, ultrasound, and other imaging data. Combines a viewer, editor, and workstation. You can measure, annotate, apply image processing filters, edit titles, and remove frames.

Editing is deep, even sequence attributes can be changed, and all files in a series or study can be edited simultaneously, not one by one.

You can create DICOM files from images and videos using the built-in Dicomizer; reverse conversion also works.

It is worth mentioning separately that the program operates as a PACS client with support for all DICOM network services and can act as a PACS mini-server.

However, it's just a viewer; its editing capabilities are far from those of Sante. MicroDicom , free for non-commercial use, handles viewing and basic measurements well, but it also lacks PACS server functionality and batch editing.
