This book is about a new methodological approach to planning. The Analytic Hierarchy Process has been applied to planning for at least 10 years beginning with the Sudan Transport Study, followed by another application to one of the largest beer industries in Mexico. Since that time, the process has been used widely in several countries to set priorities, carry out cost-benefit analysis and allocate resources. Recent applications have been made by several organizations to the nuclear energy field. The Nuclear Regulatory Commission has used the method as has the Canadian National Research Council to allocate resources to research areas. More recently, the AHP has been used in systems design. In Israel, Professor Ami Arbel has worked with the aircraft industry to design a new airplane. He found it helpful to deal with trading off intangible factors and also tangible ones for which no formula is available to relate them analytically
